Replacing a water heater in Houston: age, rebates and timing

Last reviewed 3 min read 11 sources

Short answer

Plan by the heater's age, not the house's. Rheem puts tank life at 8 to 12 years, and Harris County's median home was built in 1988, so most homes are on a later heater. We found no direct consumer water heater rebate from the area's utilities, and the federal 25C credit ended for heaters installed after 2025.

Key facts

  • Harris County has about 1.92 million housing units; 37.1% were built before 1980, and the median year built is about 1988 (our interpolation of ACS 2024 5-year data).[1]
  • Rheem puts typical life at 8 to 12 years for tank water heaters and 15 to 20 or more years for tankless.[2]
  • The federal 25C tax credit does not apply to water heaters placed in service after December 31, 2025.[7]

How old is Houston's housing?

Census data for Harris County shows a younger housing stock than most older U.S. metros[1]:

Harris County housing (ACS 2024 5-year)Value
Housing units1,917,790
Built before 19402.5%
Built before 196011.7%
Built before 198037.1%
Median year built (our interpolation)about 1988

The median year is our estimate, interpolated within the Census decade bins, and margins of error are not shown[1].

What does house age tell you about the water heater?

Less than you might think. Rheem puts typical life at 8 to 12 years for a tank and 15 to 20 or more years for tankless[2]. A home built in 1988 is about 38 years old. If its tanks lasted 8 to 12 years each, it is likely on its third or fourth heater by now. That is our rough estimate, not a measured figure, and it is why the age of the house is a poor guide.

Two groups of Houston homes are most likely to still have the builder's heater:

  • Homes built from about 2014 on. Their original tank is now near or inside the 8 to 12 year range[2]. If you bought one of these homes, find the heater's date.
  • Any home where nobody knows when the heater went in. The serial number on the rating plate encodes the date for most brands. Our age decoder reads it for you.

Are there water heater rebates in the Houston area?

We checked each utility that serves the metro in October 2026. The honest answer is that we found no direct consumer water heater rebate.

UtilityWho it servesWater heater rebate we found
CenterPoint Energy (natural gas)Gas utility for Houston, Pasadena, Conroe, Pearland, Sugar Land and League City[3]None confirmed
CenterPoint Energy Houston Electric (wires utility)Check your electric billNone confirmed; we could not find a published consumer amount for a heat pump water heater
Texas-New Mexico Power (TNMP)Parts of the metro; its tariff lists Pearland and League City[5]None. Its programs pay incentives to participating contractors for upgrades in existing homes, with no direct consumer water heater rebate listed[4]
Entergy TexasCheck your electric billNo water heater rebate named on its residential efficiency page[6]

Your electric bill names your wires utility. If a plumber says a rebate applies, ask for the program name and the amount in writing.

For contrast, Austin Energy pays $1,000 for a qualifying ENERGY STAR heat pump water heater[11]. Houston-area utilities have no published equivalent that we could find.

Federal credit. The 25C tax credit does not apply to water heaters placed in service after December 31, 2025[7]. Quotes that still promise "30% back" on a 2026 install are out of date. See our 25C status page.

Does the 2029 federal rule change the timing?

Only a little, and only for electric tanks. DOE's 2024 rule applies to water heaters made on or after May 6, 2029[8]. DOE says the standard for electric storage heaters in the most common sizes reflects the efficiency of an entry-level heat pump[9]. Gas tanks get a moderate increase, not a ban[9]. The rule does not force anyone to remove a working heater. The standard is set by manufacture date, so a tank replaced in 2026 or 2027 is not affected by it[8]. See DOE water heater rules.

What does a planned replacement look like in Houston?

  1. Date the heater from its serial number.
  2. Get two or three quotes from licensed plumbers, each including the permit.
  3. Confirm the permit holder. Inside city limits, the permit must come from a master plumber registered with the City of Houston, and an inspection is required[10].
  4. Decide on type before the old tank fails. Switching to tankless or a heat pump takes more planning, such as gas sizing or a new circuit, than a like-for-like tank.

When to call a pro

  • The tank is past 10 years old and shows rust at the fittings or moisture at the base.
  • You want to switch fuel or type, which can involve gas, venting or electrical work.
  • The house has a check valve or pressure-reducing valve and no expansion tank on the heater.
  • A plumber quotes a rebate or tax credit: ask for the program terms in writing.

More questions

My house was built in 2015. Is the water heater original?

It may be. A 2015 tank is about 11 years old in 2026, which is inside Rheem's 8 to 12 year range for tanks. Read the serial number to get the exact date; our age decoder works for most brands.

Does CenterPoint give a rebate on a new water heater?

We could not confirm one. We found no published consumer rebate amount for a water heater from CenterPoint. Ask your plumber whether the job qualifies for any utility or contractor program, and get the program name in writing before you buy.

Should I replace a working 12-year-old tank before it fails?

Many homeowners do, because a planned swap avoids a flooded garage and a rushed choice. Check the tank for rust at the fittings and moisture at the base, and get a quote while the old unit still works.
